The Chinese government expects to increase cooperation with Cuba in security and law enforcement stated Zhou Yongkang, an important leader of the Chinese Communist Party.

“We should work together to safeguard in a joint manner the security and interests of both nations,” said Zhou, member of the Politburo Standing Committee of the Chinese Communist Party, in a meeting with Army Corps General Abelardo Colomé Ibarra, Cuba’s Minister of the Interior.

According to Who’s Who in China’s Leadership, Zhou has experience in security and law enforcement. He was China’s Minister of Public Security from 2003 to 2007.

ACG Colomé Ibarra also met with Minister of State Security, Geng Huichang, as well as the Minister of Public Security, Meng Jianzhu.

Interestingly, Meng wrote an article titled “Intensify the Construction of Five Capacities, Comprehensively Raise the Level of Stability Maintenance,” where he points to new problems for public security agencies “managing social order.”

Perhaps the article might be used as a blueprint for Cuban state security to head off their social order challenges.

With Spanish anti-riot equipment and Chinese advisement on security issues, the Castro regime, through its police/paramilitary forces, is well prepared to quell any destabilizing situation in the streets of Havana.

The Cuban Council of State, at the suggestion of its president, agreed to relieve José Ramón Balaguer Cabrera as Public Health Minister and promote in his place, Roberto Morales Ojeda (present Public Health First Vice-Minister).

Balaguer Cabrera, in accordance of the Politburo, will be reincorporated in the work of the Cuban Communist Party’s Central Committee. [Radio Habana Cuba]

Army General Raul Castro moved the maximum authorities of the capital and eastern province of Pinar del Río as part of the restructuring of his government which five months ago reached the other four regions, an official communique informs.

At the proposal by his selected Politburo, reports AFP, the governing Cuban Communist Party (PCC) agreed to free Pedro Sáenz from his responsibilities as first secretary of the capital and Mercedes López was named to replace him in a plenary session of that body presided by Vice-President José Ramón Machado.

Sáenz (56), who held the post since 2003 will join the National Defense College as part of his advancement, according to the communique which also announced that López (45), a forestry engineer, was prior to the appointment responsible for education, science and sports sections of the Central Committee Secretariat of the PPC.

In another move announced today in the local press, the first secretary of the PCC in Pinar del Río, Olga Lidia Tapia, will move to the Central Committee, she is replaced by Gladys Martínez (38), an agronomy engineer, serving as a minor functionary of that province, AFP added.

Provincial leaders of the PCC are the maximum representation of government and all are members of the Central Committee whose first secretary Fidel Castro remains in that position despite being retired from power because of illness and second secretary Raúl Castro.

Raul Castro before Cuban National Assembly

Army General Raul Castro wearing a white guayabera gave a televised address before the National Assembly (Cuban Parliament) yesterday addressing critical issues befacing the country.

The BBC calls Castro’s address his most sombre assessment of Cuba’s economic situation since he succeeded his brother Fidel in February. He said would have to lift restrictions on salaries more slowly than anticipated and key reforms could be affected by global rises in food and oil prices.

Castro said “the salary problem” was being studied and would be addressed “gradually and according to priorities” but that quick action may not be possible.

Castro’s speech was preceded this week by National Assembly meetings in which government officials warned that belt-tightening would be needed due to rising prices for fuel and imports. They also said the government would decentralize a sagging construction sector to make it more efficient and consider raising the retirement age to help Cuba cope with an aging population.

Cuban media reports Army General Raul Castro presided over a joint meeting of the Politburo and Council of State. The economic and social situation of the country were analyzed. Food production and rise in the main branches of productive activity and services were among other topics of discussion.

Also debated were some issues to be discussed at today’s session of the National Assembly (Cuban Parliament).

Velazquez substitutes Luis Ignacio Gomez Gutierrez. Before her appointment, she was head of the Frank Pais Higher Pedagogical Institute in the eastern province of Santiago de Cuba.

Prensa Latina is reporting that Wang Zhaoguo, a member of the Political Bureau of the Central Committee of China Communist Party, arrived in Havana on an official visit to be run until November 15.

Zhaoguo and his accompanying delegation was welcomed at the Havana airport Monday by Cuba’s Communist Party Central Committtee’s International Relations Department chief Fernando Remirez de Estenoz, that department vice chief Oscar Martinez, and Chinese ambassador to Cuba Zhao Xian Reng.

Zhaoguo is scheduled to meet with the island’s political and government authorities, and visit sites of historic, scientific and economic interest.
